Candidate Requirements:
All candidates must be proficient in COOP Program development to include:
- Risk management methodologies to identify, assess and prioritize agency essential functions
- Development and maintenance of COOP planning documents
- Development of vital records recovery programs
- Development of COOP multiyear program management strategies
- Extensive experience with federal exercise planning
- Development of test, training and exercise programs
- Design and facilitation of tabletop and deployment exercise(s)
- Development of Master Scenario Event List (MSEL), exercise objectives, and scenarios
- Development of exercise plan, evaluation, and after-action reporting
- Exercise development
- Implementation and evaluation for federally sponsored COOP exercises
- Pandemic planning and strategies
- Proactive implementation of program plans and procedures
- Emergency management, assessment and analysis of human capital issues
- Assessment and operation of alternate operating facilities
- Development and maintenance of personnel rosters
- Test, alert and notification procedures and other COOP program elements
- Interoperable communications assessment, evaluation, and development
All candidates must be proficient with use of the Microsoft Office Suites, must have strong verbal and written communication skills and must be able to work with minimum guidance. Candidates will be located at MSA, Inc.'s Washington D.C. offices and on the customer's site in the Washington D.C. area. Position and salary will be commensurate with education and experience. Experience may be substituted for some educational requirements.
