Communications Specialist

MSA is seeking a successful candidate that will be responsible for providing professional journalistic support to the U.S.-Mexico Border Health Commission (BHC). The Communications Specialist will be responsible for providing professional support in writing, editing, and publishing. The candidate will coordinate all internal and external communications to promote the initiatives of the U.S.-Mexico Border Health Commission -- U.S. Section Office. In addition, the successful candidate will provide quarterly updates to the US. Section and BHC Communications Management Plan. The candidate will publish the E-Border Health Weekly and Extra Bulletin

The Communications Specialist publishes the Commission Members in Action (CMIA) summaries. The candidate is responsible for drafting, developing and publishing the BHC quarterly newsletter, BHC annual reports, the annual BHC Calendar, and other BHC reports as required. Posts daily updates to the website. Edits technical reports as required and maintains an up-to-date media directory of all key radio, television, and print media in the border region in both the U.S. and Mexico. Some domestic and international travel may be required.

Basic Qualifications:

  • Five years of experience in communications, public affairs or other public relations
  • Proficiency and extensive operating knowledge of all Microsoft Office products, Adobe Creative Suite programs and presentation software
  • Bachelors degree in Journalism, English or related field

Preferred Qualifications:

  • Seven years of directly related experience in public relations, communications or public affairs
  • Extensive experience in writing, publishing and promotion of public information.
  • Extensive experience in a public relations role and extensive experience in all facets of publication, printing and communications.
  • Spanish Bilingual prefered -  read, write and translate.
  • Masters degree in Journalism, English, or other related field.

Senior Project Manager

MSA Inc. is seeking a successful candidate that will be responsible for managing a large indefinite delivery/indefinite quality (IDIQ) contract with the Federal Emergency Management Agency (FEMA). The candidate will be responsible for establishing and executing on customer engagement plans. The candidate will be responsible for developing and executing various task orders capture strategies as well as performing in a leadership capacity once programs are won. In addition, the successful candidate will assist tasks managers in developing program documentation, creating program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams. The project manager will provide expertise on the myriad of factors that influence cost, schedule, performance, and risk.

The Project Manager directs all phases of task orders from inception through completion. The candidate is responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.

 

Basic Qualifications:

  • 10 years of experience managing multiple tasks concurrently
  • Experience managing multiple technical task orders
  • Reporting technical, schedule, and financial status to customers and internal management
  • Requirement analysis
  • Project sizing, costing, and budget management
  • Working knowledge of the Federal Acquisition Regulations (FAR)
  • Experience with project management tools
  • Bachelors degree

Preferred Qualifications: 

  • Project Management experience with FEMA
  • PMP or equivalent 
  • Masters degree (Business Administration, Management, Leadership, Accounting, Finance, or similar)
